The European Commission has also failed to speak out publicly on the need for Hungarian authorities to investigate violent pushbacks of asylum seekers and migrants at Hungary's border with Serbia.

"Although the EU-Turkey agreement is prevailing and the Western Balkan route is closed, we expect the migration pressure to appear at any moment at our southern borders", Foreign Minister Peter Szijjarto said after meeting his Romanian counterpart, Teodor Melescanu.

"They treat us very bad", the 22-year-old from Pakistan said Tuesday in the Serbian border town of Subotica, where hundreds of migrants have been camping in fields and an abandoned brick factory.

About 400,000 migrants reached Hungary from the south before the border fences were erected.

Orban's hardline policies have drawn criticism from outside observers, with rights groups Hungarian Helsinki Committee and Human Rights Watch sending a complaint on Friday to the EU Migration Commissioner over the country's proposed policies.

"The European Commission should not stand by while Hungary makes a mockery of the right to seek asylum", said Benjamin Ward of Human Rights Watch.

"Hungary was among the first to honour the EU's rules, protects the Schengen borders, stops, registers and separates refugees from economic migrants". Many crossed the Aegean Sea from Turkey to Greece with the ultimate goal of reaching other European Union countries, including Austria, Germany, and France.

Hungary already has a barbed wire fence along its border, which has effectively curbed the flow of migrants from active war zones through its country. Hungarian Prime Minister Viktor Orban also indicated February 7 that the government would detain refugees in temporary shelters, not allowing them to travel within Hungary until their asylum status is processed.

Orban is a strict opponent of allowing refugees into Hungary, previously telling reporters "every single migrant poses a public security and terror risk".
