White House: Trump has done all he could to pass AHCA

The White House says it expects that vote at 3:30 p.m., as scheduled.

"The point that I am making is that when you use a term like associate, and you use all these subjective terms, there's a reason that you are doing it, which is because you do not have anything concrete", Spicer said.

At a high-stakes Republican House caucus meeting Thursday night, Office of Management and Budget Director Mick Mulvaney said Trump is done negotiating details of the proposal, NBC reported. But it seems like he may have lost the battle when it comes to getting his signature healthcare bill passed. He also argued if the bill fails, there will be no negative impact on passing the rest of President Trump's agenda, mainly tax reform and an infrastructure bill. "The president understands this is it".

"It is not...the president...it doesn't...that is not applicable to the president, no", said Spicer, when asked if the White House was concerned about violating anti-lobbying laws.

Despite the relatively pessimistic tone of the briefing, Spicer repeatedly asked reporters not to prejudge the outcome of the vote. The top one-percent of earners will get 50% of the benefits of Trump's tax plan, while the middle class and poor will see their taxes increase.

"I'm not going to comment on our strategy", Spicer said.

Unless White House aides have access to a time machine, it's far too late to put fresh distance between Trump and the man Trump tasked with running his campaign.
