Possible shutdown, health care quagmire awaiting Congress

Possible shutdown, health care quagmire awaiting Congress

The Senate Budget Committee is giving technical assistance with the language. A senior Democratic aide said negotiations had gone smoothly with House and Senate leadership - before the White House intervened with a "heavy hand". White House aides told the paper there is no guarantee Trump would sign a spending plan without border wall funding.

President Donald Trump and his fellow Republicans who control Congress face their first major budget test next week, with the threat of a US government shutdown potentially hinging on his proposed Mexican border wall as well as Obamacare funding.

Money for the wall President Donald Trump wants to build along the USA border with Mexico must be part of the massive spending bill Congress is preparing, the White House budget director says.

The direction of the border wall fight was less certain. That more or less ends dreams of using the bill as a vehicle for reductions in social spending, tax cuts that add to the deficit or federal dollars for a border wall with Mexico.

Speaking after Brat's comments, Republican Rep. Rodney Davis of IL said negotiators are still talking.

"I think it goes without saying that the president has been pretty straightforward about his desire and the need for a border wall", Mr. Kelly said. They want the budget deal to fund a set of Obamacare subsidies that are crucial to keeping insurers in the program.

The White House position is that the need to fund the CSRs gives Trump leverage to demand funding for the wall and a deportation force.

"Over this weekend is the test to see whether Democrats will ... work with the Republicans or if they decide to shut the government down, because you have eight or nine Democrats who can't vote for a short, short continuing resolution".

He says if Democrats won't play ball with an offer like that, the relatively minor spending debate could have major repercussions. Trump keeps promising votes that are unlikely to happen, and House Republicans are getting more annoyed by a White House that keeps pushing to make a move that cost them at the polls. If Trump is ready and willing to include Democrats in his negotiations, they should hear him out.

Mick Mulvaney, director of the Office of Management and Budget, said a recent proposal created to let states waive insurer regulations in Obamacare is a tweak to an underlying replacement plan, so it's not as if House Republicans are starting from scratch.

Ryan attempted to calm the disorder Saturday by telling members that spending talks were still ongoing and promising. But negotiations on the spending measure, a huge pile of leftover business from past year that includes the budgets of nearly every federal agency, have hit a rough patch.

At the same time, Mr. Trump has publicly downplayed the significance of achieving a victory in the coming week. "He would not want that to define his first 100 days". "And it's gotten really, really good", Trump said, without identifying what he saw as the improvements from the previous plan he had embraced. "We'll see what happens", US President Donald Trump told reporters Thursday.

Then, on Saturday, Mr. Trump added to the confusion with a promise to release details of a tax overhaul next week.

If the threat of a shutdown and a battle over healthcare weren't enough to consume lawmakers time in a dizzying week, Trump also announced that he intends to unveil his tax reform plan on Wednesday. "Not only are Democrats opposed to the wall, there is significant Republican opposition as well".

Ryan and other House GOP leaders insisted in a Saturday call that they will keep the government open, though their strategy for doing so is still murky.

The White House hopes the House could consider and vote on the new Obamacare repeal bill late next week.

A physician, Dr. Murthy, 39, is a longtime believer that gun violence is a public health issue, a view that stalled his nomination in the Senate for more than a year. These make health care more affordable for lower-income Obamacare enrollees by reducing their deductibles and co-pays. But, the bill was pulled mostly because it lacked the support of 20 to 25 conservative House Freedom Caucus members who wanted to vote for repeal.
