Providing more autonomy for managers, a stronger mechanism to report incidents of untoward behaviour and monetary compensation from unruly fliers are being looked at.

Globally, there are rules to restrain and ban flyers who turn unruly but very few airport regulators have rules that permit the imposition of penalties on passengers who delay a flight.

According to the rule, fines can be levied on unruly passengers based on how much delay they cause in the flight taking off.

In January, Air India was named the third-worst airline in the world for its on-time performance.

Following the incident, AI along with other domestic airlines had banned the parliamentarian from flying for an indefinite period.

There have been several incidents in recent past of unpleasant scenes involving the airline staff and their passengers, including MPs.

According to official data, more than 18,000 passengers were not allowed to board flights in 2016-17 due to overbooking, compared to approximately 10,500 passengers past year. Air India, therefore must have a procedure for handling of such unruly passengers.

Commenting on AI's proposal, Amber Dubey, partner and India head of aerospace and defence at global consultancy KPMG: "While the flight ban of reasonable duration is appropriate, imposing monetary fines may be a bit hard to impose and collect".
