Pres. Trump visits Kenosha for order signing

Trump has signed the order focusing on the program prevalent with Indian technology professionals at the Kenosha, Wisconsin central command of tool maker Snap-on Inc 18 April.

Throughout his election campaign, Trump pushed the "Buy American, hire American" maxim and prefers to move towards a merit-based visa system, which only encourages the most-talented workers from overseas to come.

"We are potentially going to pay an opportunity cost", Williams said, fearing it could signal that the United States may not be a welcoming country for high skilled foreign workers.

In the upcoming executive order, Trump is expected to have the Department of Homeland Security, the agency that issues the H-1B visa, to further review their conditions for awarding.

Trump administration says that the H1-B visa programme, which was originally created to bring in highly-qualified foreign workers to do high-end jobs, has been subverted by companies, which are bringing entry-level workers in the USA to replace American workers.

As a member of this country's shrinking and besieged middle class, I'm angry most Americans are apathetic about visas, outsourcing and immigration abuse.

The order is an attempt by Trump to carry out his "America First" campaign pledges to reform USA immigration policies and encourage purchases of American products. Dick Durbin, an Illinois Democrat, and Charles Grassley, a Republican from Iowa, would require companies seeking H-1B visas to first make a good-faith effort to hire Americans, a requirement that applies to only some companies under the current system.

The move is a deterrent to Indian IT firms which send software engineers to the U.S. on H-1B visas. In putting pen to paper on this matter, Trump is looking to bring to fruition his campaign promise to support domestic blue-collar workers and U.S. job creation. Other visa programs, like the H-2B seasonal worker visa that Trump himself uses to staff his Mar-a-Lago resort in Palm Beach, Fla., will be largely unaffected. It also proposes changes, such as awarding H-1B visas to guest workers with the best skills and highest potential wages, rather than through a random lottery as is done now. Chamber of Commerce, also argued that "it would be a mistake to close the door on high-skilled workers from around the world who can contribute to American businesses' growth and expansion and make the USA more competitive around the world".

Trump says the order will help American workers whose jobs are threatened by skilled immigrants, which is what he promised to do on the campaign trail.

The government uses a lottery system to grant 65,000 visas every year and randomly distributes an additional 20,000 to graduate students.
