Philippines Duterte: Martial law extended in Mindanao

Manila [Philippines], July 22:The Philippines' Senate and the House of Representatives on Saturday voted in favour of President Rodrigo Duterte's request to extend martial law in Mindanao until December 31, 2017.

Congressman Edcel Lagman said there was "no factual basis" for martial law and that the siege in Marawi was terrorism, not rebellion.

After a seven-hour-long joint special session of the House of Representatives and the Senate, 261 lawmakers voted in favor of the extension, more than the required two-thirds of the house. Fourteen, however, believed otherwise.

"While Pimentel spoke of "developing the whole of Mindanao", Presidential Spokesperson Ernie Abella talked of transforming Mindanao into a land of fulfillment" as he welcomed the congressional vote.

"We are asking for more time because we do not just want to finish Marawi, but the permanent threat in Mindanao brought by these terrorist groups", Armed Forces Chief and martial law implementor Eduardo Año told lawmakers in joint session on Saturday, the day that martial law was supposed to lapse in line with the 60-day limit under the Constitution.

In the Senate, Liberal Party Senators Bam Aquino, Risa Hontiveros, Kiko Pangilinan, and Senate Minority Leader Franklin Drilon voted no against the extension of martial law.

Defense Secretary Delfin Lorenzana, who is administrator of martial law, stressed that military rule need not to be imposed in other parts of the country amid continued operations of the Abu Sayyaf attack in Bohol and the operations of the New People's Army in Luzon.

Malacañang on Saturday welcomed Congress' approval of President Duterte's request to extend his declaration of martial law in Mindanao until December 31.

The president said the terrorists continue to possess reinforcements, weapons, ammunition, and other supplies from outside Marawi.

Parliamentarians of the opposition, in particular question on the necessity of martial law on the entire region of Mindanao, populated by two million inhabitants, while the fighting relate only to the city of Marawi.

Senators allied with President Rodrigo Duterte supported his proposal to extend martial law in the southern Philippines by five months.

Now that the debate is over, he urged the nation "to get on with the job of nation-building and contribute to the attainment of the full promise of Mindanao".

Outside the sprawling House compound in suburban Quezon City, placard-bearing militant groups protested but anti-riot policemen, who were ordered to exercise "maximum tolerance" reported it was peaceful.

Rebellion, along with invasion, is one of the pre-conditions for declaring martial law under the 1987 constitution, which was drafted to prevent the sort of abuses seen during the years of martial law under Ferdinand Marcos.

"Martial law in Mindanao involves both risk and opportunity, but we can manage both", Honasan was quoted as saying.

"There is much work to be done in the recovery, reconstruction and rehabilitation of Marawi".

The original martial law proclamation was made on May 23, after government troops who were supposed to arrest global terrorist Isnilon Hapilon encountered the Maute terror group in Marawi City.

They said only about 60 gunmen were left in a 49-hectare area of Marawi, but almost 1,000 pro-IS militants were active elsewhere in the south, holding 23 hostages.
