USA seeks North Korean funds from eight big banks

South Korean President Moon Jae-in said Thursday he is ready to meet North Korean leader Kim Jong-un under the "right conditions", stressing Seoul does not wish to force a regime change or unification.

Chong says while he's not surprised by North Korea's missile test, he believes President Kim Jong Un is playing with fire.

South Korean and Japanese warplanes as well as US F-16 fighters joined the USA bombers for parts of Friday's mission, during which the bombers used inert weapons to practice attacks on a South Korea firing range.

North Korea has been under United Nations sanctions since 2006 over its ballistic missile and nuclear programs. While China and Russian Federation favor talks, potentially without preconditions, South Korea is seeking a combination of talks and sanctions, and Trump has said the USA won't rule out military action.

"I call on all nations to confront this global threat and publicly demonstrate to North Korea that there are consequences for their very, very bad behavior", Trump said during a visit to Warsaw.

In response to the test-launch, the US and South Korean forces conducted a joint artillery and missile exercise the next day. United Nations diplomats said the USA had given China a draft sanctions resolution.

Trump has repeatedly urged Pyongyang's chief backer Beijing to rein the Stalinist state in, taking to Twitter this week to publicly berate Beijing for not squeezing the North hard enough on trade. "Whether it will come out to the forum for dialogue, or whether it will kick away this opportunity of dialogue that has been made with difficulty is only a decision that North Korea can make".

The exercise aimed to "sternly respond to the series of North Korea's ballistic missile launches", the South's air force said in a statement.

"As far as North Korea is concerned, I don't know, we will see what happens", Trump added.

Asked if the Pentagon anticipates another North Korean test in the future, Mattis replied, "You'll have to ask people in Pyongyang about that".

The latest test drew also widespread condemnation and prompted the United States to push for new, tougher sanctions against Pyongyang at an UN Security Council meeting held on Wednesday.

US THAAD batteries are also installed in Guam and Hawaii, created to stop an intermediate-range missile from North Korea.

"I was surprised they were able to get a missile to actually launch", he said.

"What (the U.S.) are signalling at the moment is they will push it to a veto if that's what it takes".
