Congress Let A Health Insurance Program Expire That Covers 9M Kids

"We have families anxious about what will happen with coverage for their children", said Cathy Caldwell, Director of Children's Health Insurance Program at the Alabama Department of Public Health. But unlike other Medicaid recipients, these children's care is 100 percent funded with no state contribution.

In a bill summary, House Republicans said some states could run out of money as soon as November. CHIP has been in this fix only one other time since it was established in 1997.

Congress let Child Hlth Ins Prog (CHIP) expire TODAY.

They could eventually, but not immediately.

Joan Benso, president and CEO of the nonprofit Pennsylvania Partnerships for Children, said the annual federal share of CHIP funding in the state is more than $385 million.

After allowing CHIP to expire, House Republicans are proposing a new bill to fund the program.

EW: The money for CHIP comes from both the federal and the state government, right? The money sent to Minnesota this week came from that pool of unspent funds.

The fate of the Affordable Care Act may be deeply divisive, but there's one aspect of the health care system that retains broad support across the political spectrum - the Children's Health Insurance Program.

But the state isn't obligated to continue Hawk-i funding if CHIP funding is exhausted, he said, so decisions would have to be made about its future if it comes to that.

"Congress needs to do its part of the job, and the state pays its share", he said.

"The state share is 10 percent of the program now, pretty quickly we'd run out of that money", she said. But, so far, it's continuing business as usual. And community health care funding. "But it allows us to continue coverage while Congress presumably moves forward to reauthorize this critically important program". To add insult to injury, North Carolina's existing CHIP funds are expected to be spent by early next year. But that trend is likely to reverse quickly unless Congress reauthorizes funding.

Utah's senior Republican senator Orrin Hatch (pictured above whispering with Senate Majority Leader Mitch McConnell) chairs the committee in charge of funding CHIP. Graham-Cassidy died without a floor vote, and Congress didn't take up CHIP reauthorization before the deadline. While that seems like a lot to you and me, the overall federal budget is $4 trillion - making CHIP an itty-bitty drop in the bucket. The agreement would extend the life of the CHIP program through 2022. They pay for nearly 90% of it.

The House Energy and Commerce Committee posted its bill just before midnight Monday.

Funding for the program, which was last reauthorized in 2015, was due to be renewed by September 30.

While CHIP income eligibility levels vary by state, about 90 percent of children covered are in families earning 200 percent of poverty or less ($40,840 for a family of three). States have the option to cover pregnant women, and 18 plus the District of Columbia do so. At that time, states could use the assistance to either extend their existing Medicaid programs or create stand-alone programs. They fall into the gap of families that would not get subsidies under the Affordable Care Act to buy insurance offered on federal exchanges because they are eligible for coverage under Medicaid Expansion.
