Ga. officers use coin flip to determine if woman goes to jail

Two police officers in Georgia used a coin flip app to decide if a woman should be arrested or not.

Webb was arrested on charges of reckless driving, too fast for conditions and speeding - all misdemeanors, according to the arrest report.

As she sat in her auto, damning bodycam footage obtained by 11Alive shows officer Brown return to the patrol vehicle to consult fellow officer Wilson on what she should do. In the video, you can hear Officer Wilson say, "A (arrest) head, R (release) tail". Reckless driving. Webb's speed was not captured by radar, Brown concedes, but Brown's speedometer crested 90 to tail Webb in the city about 20 miles north of Atlanta. All of the charges against Webb have been dropped and there's an internal affairs investigation underway.

Webb told officers when she was first pulled over that she was speeding because she was late for work.

Both officers had served in the Atlanta Police Department, spokesman John Chafee told The Washington Post on Saturday.

"This is tail right?" an officer is heard saying.

Officer Brown: "Yeah. So release?"

Rusty Grant, the chief of police in Roswell, told NBC News that the officers have been placed on leave.

"23", responds the officer - likely suggesting "Code 23", which is an arrest.

"I'm sorry", Webb said, choking up. She cries as she is being handcuffed, and footage from inside the vehicle shows her sobbing in the back seat.

Webb had already spent a few hours in jail and had her vehicle impounded by the arresting officer despite her boyfriend showing up to retrieve it.

"I have much higher expectations of our police officers and I am appalled that any law enforcement officer would trivialize the decision-making process of something as important as the arrest of a person", Grant said in a statement Friday.

"Wow, these people put my freedom in the hands of a coin flip", Webb told 11Alive. Prosecutors released the video to her on July 6, the station reported, and her case was dismissed Monday.
