The White House on Wednesday said that President Trump had done "nothing wrong" after former attorney Michael Cohen admitted to violating federal campaign finance laws by arranging hush money payments to two women during the 2016 campaign.

Michael Cohen's lawyer, Lanny Davis, said Wednesday that he believes his client is willing to testify before any congressional committee without being granted immunity.

Even if the payments were meant to influence the election, some legal scholars have argued that campaign finance violations are typically enforced through civil penalties and do not amount to a high crime or misdemeanor.

State Attorney General Barbara Underwood in June filed a suit against Trump and some of his family members alleging "persistently illegal conduct" for allegedly using the charity to pay off his debts, decorate one of his golf clubs and help his presidential campaign.

Some Democratic senators have said that if Trump were to pardon Manafort, Cohen or any other former associate the special counsel brings down, that would represent weakness, not power.

Cohen has had a front-row seat to Mr. Trump's business dealings for years.

The briefing marks the latest pushback from the White House amid the developments.

The president said the two payments - which totalled $280,000 - "came from me" and noted a May tweet in which he acknowledged paying Cohen a monthly retainer to stop "false and extortionist accusations".

It's not clear how the plea deal with Cohen might affect other entities that have been under scrutiny by federal prosecutors as part of the Cohen investigation, including AMI or Pecker.

"If this was a personal matter, why wasn't she paid off after the affair or in the intervening decade?" said Paul S Ryan, the head of litigation at Common Cause.
