USA Basketball, NBA 'blindsided' by new NCAA agent rule

The NCAA Board of Governors and Division I Board of Directors adopted a series of significant policy and legislative changes, setting in motion actions to change the structure of the NCAA fundamentally.

The changes were recommended by the Commission on College Basketball, an independent group formed a year ago in response to a recruiting "pay-for-play" scandal that rocked the sport.

They'll also be allowed to be represented by agents, in college and, for some, as high school prospects.

Regarding the NBA Draft, college players who have requested an Undergraduate Advisory Committee evaluation, go through the draft but are not taken can return to school as long as they notify the school's athletic director of their intent by 5 p.m. the Monday after the draft.

- High school basketball recruits and college players can now hire an agent to help them make "informed decisions about going pro". It's on us to restore the integrity of college basketball and continue to improve the interests of all student-athletes.

Agents would be allowed to cover minimal expenses such as meals and transportation associated with meetings or workouts with pro teams, but that could be complicated.

Then the NCAA's announcement of a litany of changes came Wednesday. Dan Gavitt, the NCAA's senior vice president for basketball, said event operators will have to "meet a much higher bar in order to be able to run those events". Among them: The players most in need of representation and having to go back to school would be ones who weren't selected for the combine, and in some situations, players seeking to return to school will find their scholarship slots filled by someone else.

The agents would have to be certified by the NCAA by no later than August 2020, agents certified by the National Basketball Association players' union would qualify until a formal deadline is set.

"There's a lot of stuff that needs to be worked out", Calipari added.

The new rules also allow for more official visits beginning just prior to a high school player's junior year.

One other notable change specifies the appointment of two independent groups to oversee the investigation of cases defined as "complex". "Those who break rules face stronger penalties, including longer postseason bans, longer head coach suspensions, increased recruiting restrictions and additional fines".
