Police chief Luther Reynolds added that he has been in touch with the Charleston County Sheriff's Office and North Charleston police about the situation and preparing for Hurricane Florence.

As of Tuesday morning, close to 1.5 million people were under evacuation orders in South Carolina, North Carolina, and Virginia.

AccuWeather Founder and President Dr Joel Myers said: "There will be extensive damage inflicted by Hurricane Florence due to its predicted path, which is perpendicular to the coast, rather than at an oblique angle. The latest warnings from the National Hurricane Center predict totals of up to 40 inches in isolated areas, far above the 27.84" that fell in Georgia during Hurricane Alberto in 1994 (the current East Coast record), or the 10.28 inches that fell in SC during Hugo.

If some of the computer projections hold, "its going to come roaring up to the coast Thursday night and say, ‘Im not sure I really want to do this, and Ill just take a tour of the coast and decide where I want to go inland", said Jeff Masters, meteorology director of the private Weather Underground forecasting service. In Virginia, officials have evacuated one state prison, though local jails in the affected area are planning to keep inmates in place after stockpiling food and fuel, the Virginian-Pilot reports.

Some areas could get deluged with 20 inches of rain, Myers said. North and SC and Virginia declared emergencies earlier in the week.

"Today is the time to get your preparedness actions complete", he said.

Hurricane Florence is still a few days out from making landfall, and as we've seen, the forecast tract has varied.

"This morning I drove around for an hour looking for gas in Cary".

Historic and potentially catastrophic flooding is possible along with life-threating storm surges of up to 12 feet are possible along the coasts.

But his partner, Emily Whisler, said she will remain behind at the university where she is a resident in the psychiatry program.

The hurricane is expected to weaken into a tropical depression as it continues westward into SC and Georgia.

"This is a real hurricane that we have coming and our goal is to protect lives and property", said Steve Goldstein, NOAA liaison to FEMA.
